Excludes nine awarded tribal projects and two projects awarded in 2025. Interim-to-permanent projects were awarded state funds to first provide temporary shelter, then convert into permanent housing on varying timelines. About half have successfully completed the full transition to permanent homes. 'Failed to materialize' includes projects that were publicly announced but withdrawn before contracts were executed.
